Notice on Special Visa Facilitation for Foreign Business People to Beijing, Shanghai & Hunan 2025
In order to further facilitate foreign business people in coming to China for business activities, the following special visa facilitation measures will be taken in Beijing, Shanghai, & Hunan for eligible foreign business people
Who can benefit
The foreign business people in this Notice primarily refer to "foreign nationals who need to frequently come to China for business activities and have made positive contributions to Beijing, Shanghai, & Hunan's international business and trade cooperation, as well as their spouses and children". Inviting organizations include State-owned, private and foreign-invested enterprises.
What is it about
Eligible foreign business people may apply to the Chinese embassy or a consulate in their home country for a five-year multiple-entry M visa or an equivalent category visa with a 180-day stay, upon receiving a Special Visa Invitation Letter issued by the local Foreign Affairs Office in the relevant area.
Applicants may be exempted from fingerprint collection and may entrust others to apply for the visa, and will only be charged the fee for a one-year multiple-entry visa.
How to make application
1. Application for Special Visa Invitation Letter
The application for Special Visa Invitation Letter for eligible foreign business people shall be made by the inviting organization.
2. Qualification of Inviting Organizations
Eligible inviting organizations shall submit a written application to their local authorities or competent departments to be qualified. After reviewing their qualifications, the local authorities or competent departments will issue a "registration code" to the qualified organizations.
3. Online Registration and Provision of Visa Application Information
The qualified inviting organizations shall use the "registration code" to register in the "Invitation Letter Handling" function of the "Invitation to China" module on the official website of the local Foreign Affairs Office:

- Shanghai: https://wsb.sh.gov.cn/
- Hunan: https://invite.hnhere.cn/
After successful registration, the inviting organizations can fill in the visa application information online for the foreign business person(s) they invite. After review, the local Municipal Foreign Affairs Office will issue a Special Visa Invitation Letter for the foreign business people as well as their spouses and children.
4. Visa Application by Foreign Business People
Foreign business people may apply for a visa at the Chinese embassy or a consulate in their location with the Special Visa Invitation Letter within three months.
Things to note
1. An inviting organization shall only file visa application for those it invites to China for business activities, and shall not arbitrarily expand the scope or apply for those coming to China for non-business purposes.
2. If a foreign business person benefiting from this visa facilitation engages in "three illegals" - illegal entry, illegal stay, or illegal employment - or other illegal and criminal activities in China, the local Municipal Foreign Affairs Office shall revoke the application qualifications of relevant enterprises in accordance with the law.
Others
1. A Special Visa Invitation Letter shall be issued by the local Municipal Foreign Affairs Office for eligible foreign business people within one week after the inviting organization submits the application as required.
2. No government fee is charged for the processing of the Special Visa Invitation Letter

《2025年关于为来京、来沪、来湘外籍商务人士提供专项签证便利的通告》
为进一步便利外籍商务人士来京、来沪、来湘开展商务贸易活动，拟对符合条件的外籍商务人士提供专项签证便利措施，具体内容如下。
一、服务对象
本通告所指的外籍商务人士是指“需经常来华从事商业贸易活动、对北京、上海及湖南对外经贸合作发挥积极作用的外籍商务人士，及其配偶和子女”。邀请单位包括在北京、上海及湖南范围内注册的国有、民营、外资等各类市场主体（以下简称邀请主体）。
二、服务内容
当地人民政府外事办公室为符合条件的外籍商务人士签发5年多次、每次停留期为180日的专项邀请函。中国驻外签证机关根据专项邀请函审发5年多次、每次停留期为180日的M字或相应类别签证；申请人可免予采集指纹并可委托他人办理签证，且只收取一年多次签证费用。
三、申办流程
（一）邀请主体登陆当地外国人来华签证邀请函信息管理系统：
- 北京:
- 上海:
- 湖南:
在上述系统进行注册（已有账户可直接登录申办），录入相关信息，并向邀请主体注册地外事部门提出申请。
（二）
当地外事部门对提出申请的邀请主体相关资质和外籍商务人士有关情况进行审核，通过审核后报湖南省人民政府外事办公室。
（三）
当地人民政府外事办公室为通过审批的外籍商务人士签发专项邀请函。
（四）邀请主体在
当地外国人来华签证邀请函信息管理系统下载专项邀请函，并推送给外籍商务人士。
（五）外籍商务人士需在3个月内持专项邀请函向中国驻外签证机关申办签证。
四、邀请主体申请专项邀请函需提交的材料
（一）申办公函（邀请主体需用单位函头纸行文、负责人签名并加盖公章，内容包括：邀请主体和被邀请外国人员的基本情况介绍、来华事由、双方关系及费用来源等）
（二）《邀请外国人来华申请表》（在线填报信息后自动生成）
（三） 邀请主体简介。
（四） 授权承诺书。
（五）被邀请外国人员护照信息页扫描件。
（六）邀请单位资质证明（包括工商营业执照或机构代码证复印件、纳税记录、对外贸易经营者备案登记表复印件等）
（七） 能够证明邀请主体与外籍商务人士之间存在真实直接正常往来的文件（加盖邀请主体公章）；邀请配偶和子女还需提供婚姻证明和出生证明；
（八） 首次来华日程安排。
五、注意事项
1. 邀请主体只能为本单位邀请的来华从事商务活动的相关人员申请签证，不得擅自扩大范围，不得为非商务目的来华人员申请。
2. 获得此项签证便利的外籍商务人员，来华后如有涉“三非”或其他违法犯罪情形的，当地人民政府外事办公室将依法依规取消相关企业的申请资质。
六、其他
1. 对符合条件的外籍商务人员，当地人民政府外事办公室在邀请主体按要求提交申请后的三天内审发“专项签证邀请函”。
2. 办理《专项签证邀请函》，官方不收取任何费用。
